29th Annual General Meeting

MACC’s 29th Annual General Meeting was held on 12 August 2024 at the Multipurpose Hall of the Ministry of Domestic Trade and Cost of Living, Putrajaya.
The new Committee members appointed to lead the 2024 – 2026 Session are as follows;
President: Mr Noruddin Hj Idris (Q Services Sdn Bhd)
Deputy President: Hj Faizal Rahim bin Moidunny (Harta Maintenance Sdn Bhd)
Vice Chairman: Mr Mohd Muzani Bin Dato’ Mohd Zin (MZ Integrated (M) S/B)
Secretary: Mr Zulkifli Bin Salleh (Isba Bersih Sdn Bhd)
Assistant Secretary: En Hakimi Bin Rosli (Tanzim Cleaning & Services)
Treasurer: Mr. Mohd Rosdi Bin Ahmad (Wizam Enterprise)
Assistant Treasurer: Mr Murali Nair (Metro Facilities Sdn Bhd)

The meeting also approved 6 amendments to the MACC bylaws as follows;
- The association will be known as the ‘Malaysia Association of Cleaning Management’, in English ‘Malaysia Association of Cleaning Management’ or by its acronym ‘MACM’ (Clause 1a)
- Monthly spending limit increased from RM500 to RM5,000 subject to RM80,000 per year or a bank balance of not less than RM20,000 (Clause 23d)
- The annual fee must be paid to the Treasurer in advance before the end of March each year. (Clause 4b)
- Members who fail to pay their annual dues before January 1 of each year, will receive a reminder letter from the Secretary and their membership will be suspended until the annual dues are paid in full. After three (3) months if the member still fails to pay his fee, his membership will expire and the Committee has the right to determine his reinstatement fee (Clause 4d).
- Annual dues for new members who sign up within less than one year of the financial year shall pay a pro rata rate for the remainder of that year’s membership. (Additional clause 4h).
- All members of the Executive Committee shall serve on an honorary basis for a period of two years and be eligible for re-election except for the positions of President and Deputy President, who shall serve no more than 2 terms or 4 years. Members of the Executive Committee may not hold more than one position at the same time (Clause 18).
The meeting also approved a motion for the new Committee to urge the Government to make membership as a MACM member mandatory to participate in any Government tender. It aims to ensure that the appointed contractors are of good quality, responsible and have integrity.
Integrity Pledge Ceremony

In conjunction with the 29th Annual General Meeting, MACC has held an Integrity Pledge Ceremony which aims to,
- Expressing the commitment of cleaning contractors to avoid corruption in any form and under any circumstances.
- Support the government’s efforts to rid Malaysia of corruption.
- Produce cleaning contractors who are more responsible and have integrity, who prioritize,

- Service quality as the core to win contracts
- Strive to provide quality service without having to ‘bribe’ to get a contract and avoid cuts.
- Without corruption the quality of cleaning services will be more guaranteed.
The Pledge Ceremony was inaugurated by the Secretary General of the Ministry of Domestic Trade and Cost of Living (KPDNKSH), Dato’ Seri Mohd Sayuthi Bakar, who then witnessed the pledges pronounced by the members.
Also witnessing the pledge were Senior Superintendent Rostam Maidin, MACC Senior Enforcer, Datuk Nasir Hamzah, Corruption Buster Project Advisor and Datuk Rohaizi Bahari, Head of Trade, Distribution & Business Sector, KPDNKSH.
A total of three papers were presented with the following titles;
- “Contractors with Integrity and Quality Services” by Mr Afandi Mohd Isa, Chief Assistant Director of the Trade, Distribution and Service Industry Secretariat, KPDNKSH
- “Symptoms of Corruption in Government and Private Procurement” by PsK Rostam bin Maidin, Senior Enforcer of the Malaysian Anti-Corruption Commission
- “Corruption: Who Wins Who Loses” by Datuk Nasir Hamzah, Corruption Busters Project Advisor.
A total of 100 members have pronounced the pledge.
