An article written by MACC President, Mr Noruddin Idris on the problem of low contract prices and its impact on the cleaning sector, was published in Utusan Malaysia in the Forum column on 5 March 2022.

It is hoped that the publication of the plan will open the minds of contractors not to offer too low a price so that employees and customers do not choose the contractor based on the lowest price alone.

On Oct. 14. 2021 has held a webinar with the title ‘SMART CLEANING WITH PDIR’ which was held with Karcher (M) Sdn Bhd.

Disclosure on the importance of controlling the entry of dirt into the building to maintain the cleanliness of the building, presented by Mr. Duncan, Marketing Manager of Karcher (M) Sdn Bhd.

It is hoped that the publication of the plan will open the minds of contractors not to offer too low a price so that employees and customers do not choose the contractor based on the lowest price alone.

Mrs. Elaine, Executive Vice President of Planworth has discussed, how to increase the chances of winning tenders from a financial perspective ’. Meanwhile Mr Raj Kumar Mahful discussed how ah to succeed in digital transformation for cleaning contractors.

The moderator of the seminar was Tuan Haji Faizal Rahim Moidunny, Acting Deputy President of MACC.

When PKP 3.0 came into force on June 1, 2021, many cleaning contractors faced problems in obtaining letters of approval to operate. This affected the company’s operations, where employees were unable to attend work in buildings in dire need of cleaning services.

After several appeals made to several relevant Ministries such as MITI, KPKT and KPDNHEP failed to get a positive response, MACC President, Mr. Noruddin Idris has voiced the problem through mass media such as Malaysian Reserve, Berita Harian, Utusan Malaysia, Sinar Harian, including language newspapers China; Oriental Daily.

On 25 January 2021, MACC represented by the Honorary Treasurer, Datuk Hadzir Shafii participated in an online meeting with the Department of Manpower (JTK) and several government Departments/Agencies, related to compliance with Act 446. Participating in the meeting were Restaurant Entrepreneurs Association.

The objectives of JTK are,

  1. Require all employers to apply for Workers’ Accommodation Recognition online
  2. Mandatory swab test
  3. Comply with and implement act 446 without exception.

Dato ‘Bendahari has voiced MACC’s views on the matter, among others,

  1. The main thing that must be resolved first is the absence of a dedicated Ministry for the sheltered cleaning sector. The chairman of the meeting took note and referred the issue to the Main Committee to take action and it is likely that KPDNHEP will act.
  2. PATI calibration program where the cleaning industry is not included in the list – The Chairman informed and asked for a letter to be sent to KSM and KDN.
  3. MACC is ready to share opinions and request to be invited to the webinar session to be held by JTK.
  4. Swab test – As a result of the relatively limited Immigration process, many foreign workers do not have a current work pass sticker even though the levy payment has been made and this interferes with related matters including swab test which is necessary to register workers into Socso. – Chairman informed and will discuss this issue with the parent committee.Require all employers to apply for Workers’ Accommodation Recognition onlineMandatory swab testComply with and implement act 446 without exception.

Rencana yang ditulis oleh Presiden MACC, En Noruddin Idris mengenai masalah harga kontrak rendah dan kesannya ke atas sektor pembersihan, telah tersiar dalam Utusan Malaysia di ruangan Forum pada 5 Mach 2022.

Diharap dengan tersiarnya rencana tersebut akan membuka minda kontraktor untuk tidak menawarkan harga yang terlalu rendah sehingga menganianya pekerja dan pelanggan tidak memilih kontraktor berdasarkan harga terendah semata-mata.

Pada 14 Okt. 2021 telah berlansung webinar dengan tajuk ‘SMART CLEANING WITH PDIR’ yang dijayakan bersama Karcher (M) Sdn Bhd.

Pendedahan mengenai pentingnya mengawal kemasukan kotoran ke dalam bangunan bagi memelihara kebersihan bangunan, disampaikan oleh En Duncan, Pengurus Pemasaran Karcher (M) Sdn Bhd.

Diharap dengan tersiarnya rencana tersebut akan membuka minda kontraktor untuk tidak menawarkan harga yang terlalu rendah sehingga menganianya pekerja dan pelanggan tidak memilih kontraktor berdasarkan harga terendah semata-mata.

PKP tidak menghalang MACC dari terus berusaha membantu ahli-ahli dalam memajukan usahaniaga mereka melalui pendedahan teknologi dan pendekatan inovatif kerja-kerja pembersihan.

Pada 26 Ogos 2021, MACC dengan kerjasama Planworth Global Factoring Sdn Bhd telah mengadakan seminar atas talian dengan dua tajuk pembentangan.

Puan Elaine, Naib Presiden Eksekutif Planworth telah membincangkan, bagaimana meningkatkan peluang untuk memenangi tender dari perspektif kewangan’. Manakala En Raj Kumar Mahful membincangkan bagaimana ah untuk berjaya dalam tranformasi digital untuk kontraktor pembersihan.

Moderator seminar ialah Tuan Haji Faizal Rahim Moidunny, Pemangku Timbalan Presiden MACC.

Semasa PKP 3.0 dikuatkuasa bermula 1 Jun 2021, ramai kontraktor pembersihan menghadapi masalah untuk mendapatkan surat kelulusan beroperasi. Ini menjejaskan operasi syarikat, di mana pekerja-pekerja tidak dapat hadir bekerja di bangunan-bangunan yang amat memerlukan perkhidmatan pencucian.

Setelah beberapa rayuan yang dibuat ke beberapa Kementerian berkaitan seperti MITI, KPKT dan KPDNHEP gagal mendapat tindak balas positif, Presiden MACC, En Noruddin Idris telah menyuarakan masalah tersebut melalui media massa seperti Malaysian Reserve, Berita Harian, Utusan Malaysia, Sinar Harian, termasuk akhbar berbahasa China; Oriental Daily.

Persatuan Kontraktor Perkhidmatan Pencucian Malaysia sentiasa peka dengan masalah yang dihadapi oleh ahli-ahli, antaranya masalah aliran tunai. Selaras dengan itu MACC dengan kerjasama Planworth Global Factoring Sdn Bhd (Planworth) telah menganjurkan webinar secara percuma untuk mengupas isu tersebut.

Antara tajuk perbincangan ialah;

  1. Cabaran Kewangan Kontraktor Pembersihan yang dibentangkan oleh Persatuan Kontraktor Perkhidmatan Pencucian Malaysia (MACC)
  2. Meneroka Peluang Kontrak Pembersihan Dalam Kerajaan Pusat yang disampaikan oleh Commerce Dot Com (CDC)
  3. Bagaimana Untuk Memilih Rakan Kewangan? yang dibentangkan oleh Planworth Global Factoring Sdn Bhd (Planworth)

Perbincangan yang berlansung selama lebih sejam telah membuka minda ahli-ahli kepada peluang kontrak pembersihan yang ditawarkan oleh CDC dan kemudahan kewangan yang disediakan oleh Planworth.

Pada 25 Januari 2021, MACC yang diwakili oleh Bendahari Kehormat, Datuk Hadzir Shafii telah menyertai mesyuarat atas talian online bersama Jabatan Tenaga Kerja (JTK)  dan beberapa Jabatan/Agensi kerajaan,  yang berkaitan pematuhan kepada Akta 446. Turut serta di dalam mesyuarat tersebut antaranya ialah Persatuan Pengusaha Restoran.

Objektif JTK ialah,

  1. Mewajibkan semua pengusaha memohon Pengakuan Penginapan Pekerja secara online
  2. Mewajibkan swab test
  3. Mematuhi dan melaksanakan akta 446 tanpa terkecuali.

Dato’ Bendahari  telah menyuarakan pandangan MACC berkaitan perkara tersebut antaranya,

  1. Perkara pokok yang mesti diselesaikan dahulu ialah ketiadaan Kementerian khusus untuk sektor pembersihan bernaung. Pengerusi mesyuarat mengambil maklum dan menyerahkan isu tersebut kepada Jawatankuasa Induk untuk mengambil tindakan dan kemungkinan KPDNHEP akan bertindak.
  2. Program kalibrasi PATI yg mana industri pencucian tidak termasuk didalam senarai – Pengerusi maklum dan meminta surat dihantar kepada KSM dan KDN.
  3. MACC bersedia untuk berkongsi pendapat dan mohon supaya dijemput ke sesi webinar  akan diadakan oleh JTK.
  4. Swab test – Akibat dari proses Imigresen yang agak terhad, ramai pekerja asing tidak mempunyai pelekat pas kerja semasa walaupun bayaran levi telah dibuat dan ini mengganggu urusan yang berkaitan termasuk swab test yang mana perlu mendaftarkan pekerja ke dalam Perkeso. – Pengerusi maklum dan akan membincangkan isu ini dengan jawatankuasa induk.
