Webinar ‘Facing the Pandemic: Vital Roles of Cleaning Contractors

On July 9, for the first time, MACC hosted a webinar; an online seminar entitled ‘Facing The Pandemic: The Vital Roles of Cleaning Contractors’, organized by C.I.S Networks Sdn Bhd.
The panel members consisted of Mr Nik Husin Datuk Nik Yusof from Cleantech Consulting & Training, Tuan Haji Faizal Rahim from Harta Maintenance Sdn Bhd and Datuk Mohd Hedzir Shafii from Juwara Resources & Trading Sdn Bhd. The webinar moderator was Mr. Noruddin Idris, President of MACC.

The webinar, among others, discussed the impact of Covid-19 on cleaning contractors and the steps that contractors need to take to address the impact for the sustainability of their business.

A total of 358 listeners comprising 59% cleaning contractors, 28% facilities and building managers, 6% businessmen, 5% architects and engineers and 2% students attended the webinar.

Pada 9 Julai yang lalu, buat julung kalinya, MACC telah menjayakan webinar; seminar atas talian bertajuk ‘Facing The Pandemic: The Vital Roles of Cleaning Contractors’, anjuran C.I.S Networks Sdn Bhd.

Ahli panel terdiri daripada En Nik Husin Datuk Nik Yusof dari Cleantech Consulting & Training, Tuan Haji Faizal Rahim dari Harta Maintenance Sdn Bhd dan Datuk Mohd Hedzir Shafii dari Juwara Resources & Trading Sdn Bhd. Moderator webinar ialah En Noruddin Idris, Presiden MACC.

Webinar antara lain membincangkan impak Covid-19 ke atas kontraktor pembersihan dan langkah yang perlu diambil oleh kontraktor bagi menanggani impak tersebut bagi pengekalan perniagaan mereka.

Seramai 358 pendengar yang terdiri daripada 59% kontraktor pembersihan, 28% pengurus fasiliti dan bangunan, 6% ahli perniagaan, 5% arkitek dan jurutera dan 2% pelajar telah mengikuti webinar ini.

Discussion with JPK. Human Resource Campaign

  1. MACC, led by the President, Mr. Noruddin b Hj Idris and the committee consisting of, Head of Secretariat Mr. Nik Husin b Nik Yusoff, Head of Membership & Complaints Bureau, Mr. Ramli b Usrak and observers from CIC Mr. Raj Kumar b Mahful visited JPK, Cyberjaya to discuss the issue of training of industrial workers.

The presence of the MACC Committee was welcomed by JPK officers, Encik Mohd Faisal b Ahmad, JPK Chief Assistant Director and Encik Nasron, his assistant.

Among the things presented by MACC are,

  1. SKM through Recognition of Prior Achievement (PPT) to workers in the cleaning sector is less effective.
  2.  Request an explanation of the recognition method procedure through the PPT program from JPK
  3.  National Occupational Skills Standard (NOSS) HT-070-5: 2012 Hygiene Operation Management (18-12-2012) HT-070-4: 2012, does not meet industry requirements.

After hearing the above, the JPK has categorized the matters raised above as follows;

For matters related to NOSS, the JPK requested MACC to make a letter and communicate directly with the relevant Division. This is because, Mr. Faisal is the party that manages the HEP program and matters related to NOSS are outside his jurisdiction.

However, regarding the evaluation and implementation method of HEP, the JPK has provided an explanation to the MACC as follows.

  • All candidates to be given recognition through the HEP program must be fully prepared for the purpose of achieving the true purpose of the HEP program itself.
  • The process for preparing the candidate is subject to the organization or individual wishing to obtain recognition.
  • MACC, as the organization that will be the party representing the players in the cleaning industry, should explain to the cleaning contractors in order to provide adequate training to their staff.
  • The cleaning contractor must ensure that the required period of work experience is met according to the requirements of the HEP program and the candidate is truly competent with the required level of recognition such as SKM level 2, level 3 and so on.

JPK informed, the evaluation period for candidates to obtain SKM through the PPT method is according to the needs of the relevant industry sector, as long as it is in accordance with the needs of the evaluation to be done and not necessarily within 8 hours only. It can be more or less than that according to the suitability of the evaluation method that has been set by the JPK and in the opinion of the evaluator.

The evaluation to obtain SKM – PPT can also be modified to be broken down into several series if deemed necessary.

The location to carry out HEP activities also depends on the MACC which is deemed appropriate to meet the objectives of the HEP program. The location, equipment to carry out the evaluation activities, the scenario of the evaluation area must be taken into account to ensure the effectiveness of this evaluation.

The HEP program to be organized must be applied for through JPK. JPK will coordinate a qualified Assessing Officer to carry out the assessment.

Currently, there is only one Assessing Officer who is qualified to conduct the assessment, namely Mr. Nik Husin b Nik Yusoff.

Perbincangan dengan JPK. Kem. Sumber Manusia – 20 Feb 2020

MACC, diketuai oleh Presiden, Encik Noruddin b Hj Idris dan AJK terdiri daripada, Ketua Sekretariat Encik Nik Husin b Nik Yusoff, Ketua Biro Keahlian & Aduan, Encik Ramli b Usrak dan pemerhati dari CIC En Raj Kumar b Mahful telah berkunjung ke JPK, Cyberjaya bagi membincangkan isu latihan pekerja industri.

Kehadiran AJK MACC telah disambut oleh pegawai JPK, Encik Mohd Faisal b Ahmad, Ketua Penolong Pengarah JPK dan Encik Nasron, pembantu beliau.

Antara perkara yang disampaikan oleh MACC ialah, 

  1. SKM melalui Pengiktirafan Pencapaian Terdahulu (PPT) kepada pekerja industri sektor pembersihan kurang berkesan.
  2. Meminta penjelasan tatacara kaedah pengiktirafan melalui program PPT dari pihak JPK
  3. Standard Kemahiran Pekerjaan Kebangsaan (NOSS) HT-070-5:2012 Pengurusan Operasi (Hygiene Hygiene Operation Management) (18-12-2012) HT-070-4:2012, tidak sesuai dengan keperluan industri.

Setelah mendengar perkara di atas, pihak JPK telah mengkategorikan hal yang dibangkitkan di atas seperti berikut;

Bagi perkara berkaitan NOSS, pihak JPK meminta MACC untuk membuat surat dan berhubung terus dengan Bahagian berkaitan. Ini kerana, pihak Encik Faisal adalah pihak yang menguruskan program PPT dan hal berkaitan NOSS adalah di luar bidang kuasa beliau.

Walaubagaimanapun, berkenaan penilaian dan kaedah perlaksanaan PPT, pihak JPK telah memberikan penjelasan kepada pihak MACC seperti berikut.

  • Semua calon yang hendak diberikan pengiktirafan melalui program PPT hendaklah benar-benar telah bersedia bagi tujuan mencapai maksud sebenar program PPT sendiri.
  • Proses bagi menyediakan calon berkenaan adalah tertakluk kepada organisasi atau individu yang ingin mendapatkan pengiktirafan. 
  • MACC, selaku organisasi yang akan menjadi pihak yang mewakili pemain industri pembersihan, harus menerangkan kepada kontraktor pembersihan agar memberikan latihan yang secukupnya kepada kakitangan mereka.
  • Kontraktor pembersihan perlu memastikan tempoh pengalaman kerja yang diperlukan ditepati menurut keperluan program PPT dan calon berkenaan benar-benar kompeten dengan tahap pengiktirafan yang diperlukan seperti SKM tahap 2, tahap 3 dan seterusnya.

JPK memaklumkan, tempoh penilaian untuk calon mendapatkan SKM melalui kaedah PPT adalah mengikut keperluan sektor industri berkaitan, selama mana ianya bersesuaian dengan keperluan penilaian yang hendak di buat dan tidak semestinya dalam tempoh 8 jam sahaja. Ianya boleh lebih atau kurang daripada itu menurut kesesuaian kaedah penilaian yang telah ditetapkan oleh pihak JPK dan pada pandangan penilai.

Penilaian bagi mendapatkan SKM – PPT ini juga boleh diubahsuai untuk dipecahkan kepada beberapa siri sekiranya dirasakan perlu.

Lokasi bagi menjalankan aktiviti PPT juga adalah tergantung kepada pihak MACC yang dirasakan wajar bagi memenuhi objektif program PPT. Lokasi, peralatan bagi menjalankan aktiviti penilaian, senario kawasan penilaian hendaklah diambil kira bagi memastikan keberkesanan penilaian ini.

Program PPT yang hendak dianjurkan ini hendaklah dimohon melalui pihak JPK. Pihak JPK akan menyelaras Pegawai Penilai yang layak bagi melaksanakan penilaian.

Buat masa ini, Pegawai Penilai yang layak untuk melakukan penilaian hanya terdapat seorang sahaja iaitu Encik Nik Husin b Nik Yusoff.

Pen meeting. MACC Treasurer, Mr. Mohd Nor Mokhtar with Dr. Nirwan Nih, Timb.S/U Bhg. Physical & Economics, Kem. Malaysian Finance.

On 12 Feb 2020, the MACC Assistant Treasurer held discussions with the Deputy Secretary of the Physical and Economic Division, Ministry of Finance Malaysia to convey MACC’s intention to participate in the discussions on the preparation of the 2021 national budget.

He welcomed the wish and asked MACC to submit a memorandum of proposals for the preparation of the 2021 budget. The 2021 Budget Preparation Memorandum was submitted on 20th May 2020 followed by a summary of proposals for budget preparation according to the format provided by the Ministry of Finance Malaysia.

Perjumpaan Pen. Bendahari MACC, En Mohd Nor Mokhtar dengan Dr. Nirwan Nih, Timb.S/U Bhg. Fisikal & Ekonomi, Kem. Kewangan Malaysia.

Pada 12 Feb 2020, Penolong Bendahari MACC telah mengadakan perbincangan dengan Timbalan Setiausaha Bahagian Fisikal dan Ekonomi, Kementerian Kewangan Malaysia untuk menyampaikan hasrat MACC untuk menyertai perbincangan penyediaan budget negara 2021.

Beliau menyambut baik hasrat tersebut dan meminta MACC untuk mengemukakan memorandum cadangan untuk penyediaan budget 2021. Memorandum Penyediaan Budget 2021 telah dikemukakan pada 20hb Mei 2020 diikuti dengan ringkasan cadangan untuk penyediaan budget mengikut format yang disediakan oleh Kementerian Kewangan Malaysia.

Building Cleaning Engineering Course-ISBA (20-21 Nov 2019)

Courses run by the MACC President himself; Mr. Noruddin Idris, also assisted by Tuan Haji Ahmad Samri, Head of MACC Training Bureau. A total of 20 participants from various backgrounds including Consulting Engineers and former Assistant District Officers attended the course.

Among the topics discussed were ‘How to Work Safe and Healthy’, Floor Care, Carpet Care, General Wiping, Mirror Washing and Toilet Cleaning.
Apart from the theoretical presentation, participants also had the opportunity to undergo practical training on how to mop and operate a washing machine.

Kursus Teknik Mencuci Bangunan ISBA – 20-21 Nov 2019

Kursus yang dikendalikan oleh Presiden MACC sendiri; En Noruddin Idris, turut dibantu oleh Tuan Haji Ahmad Samri, Ketua Biro Latihan MACC. Seramai 20 orang peserta  terdiri daripada berbagai latar belakang termasuk Jurutera Perunding dan bekas Penolong Pegawai Daerah telah menghadiri kursus tersebut. 

Antara tajuk yang dibincangkan ialah ‘Cara Kerja Selamat dan Sihat’, Penjagaan Lantai, Penjagaan Karpet, Mengelap Am, Mencuci Cermin dan Mencuci Tandas.
Selain dari penyampaian secara teori, peserta turut berpeluang menjalani latihan amali cara mengemop dan mengendalikan mesin mencuci.

Seminar Green Purchasing & Industry development in Malaysia – 13 Nov 2019

In line with the government’s intention to target 20% of government procurement based on green products or services, including cleaning services, MACC in collaboration with the Malaysian Green Technology Corporation held a Green Industry Procurement and Development Seminar in Malaysia.

It aims to provide exposure to,

  • The development of the green technology industry and initiatives provided by the Government include
  • Government Green Procurement (GGP), recognition of the MyHlJAU Mark logo for green technology -based products and services,
  • Tax incentives and Green Technology Financing Scheme (GTFS) among local cleaning service companies and contractors

Among the topics discussed in the seminar are,

  1. ‘Government Initiatives in Promoting Green Industry Development in Malaysia’
  2. ‘Importance of Green Purchasing in a Global Environment’

A total of 50 people attended the seminar.

Discussion with MAFM & QRAM – 13 Nov 2019

In an effort to establish close relationships and cooperation with other organizations related to cleaning works, MACC has held meetings and discussions with MAFM, the Malaysian Facilities Management Association and QRAM, the Malaysian Quality Toilet Association.

MACC is led by its President, Mr Noruddin Idris, while MAFM by its President, Datuk Seri Zahari Akob and QRAM by its President, Tuan Haji Hassan Hamzah.

In the inaugural meeting, the discussion session focused on the introduction of the respective associations, the objectives of the association and the cooperation that can be forged between the associations in an effort to improve the quality of hygiene in Malaysia.

Mr. Noruddin has expressed the desire that such meetings can be continued in the future to strengthen cooperation between associations.
